Budgies/Parakeets are fully feathered and able to fly at approximately 4-5 weeks. They may be clumsy the first few days but they can certainly fly. Larger parrots such as macaws may take 4-5 months before they are able to fly as they take much longer to wean and fledge (fly) from the nest.
